The registered owner of a regulated vehicle is responsible for making sure only qualified, fit drivers operate the vehicle. The owner of the vehicle can be held responsible for the actions of the driver.
The Highway Traffic Act requires Manitoba carriers maintain driver qualification files, containing:
DRIVER POLICIES. Drivers must have a valid Driver’s License. Drivers driving personal vehicles must have the minimum automobile liability insurance coverage required by the province. Drivers are expected to obey all traffic laws including driving at or below the posted speed limit, or at a safe speed based on the conditions.
